All of these Pokémon had been captured by Qing Wu. He specifically chose Pokémon with high potential and high levels, which could be sent directly to the Nurturing House as breeding stock for the next generation.
Qing Wu's Nurturing House simply had too few Pokémon. If he didn't take this opportunity to catch enough Pokémon, he would be an idiot.
It was late at night. The black sky was dotted with bright little stars. Sea winds blew in waves, and the surf struck the reefs, splashing black droplets into the air. The seawater continuously surged onto the shore, gently caressing the fine, soft sand.
