The higher their Battle Power, the fewer there were.
"This is quite the spectacle, but Frieza was too hasty. He only brought this bunch of weak extras. If he had first reorganized his army, the ones arriving would all have Battle Power close to, or even exceeding, 10,000," Talot said with a disdainful smile, utterly unconcerned.
