The sea of clouds was the Qi Sea, while the Heavenly Palace/Dragon Court Immortal Island was the needle that stabilized the "sea."
The divine needle could calm stormy waves, yet the Sea-Stabilizing Divine Needle had its limits. Once those limits were exceeded, the Qi Sea would become unstable, white clouds bursting apart and scattering into the vast emptiness.
