Bearing the Title, Holding the Power

At 8:10 in the morning on November 29, the clear, brilliant sunlight of an autumn morning streamed into the room.

Chen Chuan put on the uniform of a Handling Bureau Investigation Supervisor. After checking that it was free of wrinkles and flaws, he draped on the outermost hooded robe and fastened its brass buttons. He then took his brimmed hat and put it on properly. Finally, his gloved hand took the Snow Monarch Blade from the sword stand, and he walked out of the residence.

The special car from the Government Affairs Hall had arrived ahead of time. When the attendant saw him emerge, he immediately opened the car door for him.

After Chen Chuan got in, the door slowly closed. Through the windows and rearview mirror, he could see armed vehicles both ahead and behind. The driver in front glanced back. "Supervisor?"

Chen Chuan nodded. "Drive."

As his vehicle slowly pulled away, all the armed vehicles before and behind it began moving. The long convoy headed toward Weiguang District along roads that had already been sealed off.

Three quarters of an hour later, the convoy arrived at the heart of Central City, before the administrative office building of the Jibei Province Government Affairs Hall. Every side of the plaza was lined with uniformed armed guards and patrol security personnel, while armed airships hovered on both sides overhead.

After getting out of the car, Chen Chuan looked up at the tallest building in Weiguang District and the third tallest in Central City. Then, under the guidance of the reception staff sent in advance by the Government Affairs Hall, he entered the building and took the elevator directly to the Lecture Hall on the thirtieth floor.

A group of Government Affairs Hall officials had already been waiting there under the leadership
