Voldemort remained unmoved by Albert's Little Tricks. In his view, no matter how hostile the European countries were toward him, they would not risk interfering with the British Ministry of Magic, much less go to Britain to cause him trouble.

That Gregorovitch had been a fake, probably some controlled Dark wizard transformed by Polyjuice Potion. He had used himself as bait, leading Voldemort around like a dog, all to disgust and provoke him into killing the arriving Aurors and clashing with the German Ministry of Magic.
Albert's move had indeed disgusted Voldemort!
After that incident, European countries sent hordes of Aurors to keep watch on him, the kind he could never shake off.
Voldemort temporarily lost the inclination to continue searching for Gregorovitch across Europe and chose to return directly to Britain, prompting the Aurors tasked with tailing him to breathe sighs of relief.
Though they were Aurors, they were merely salaried employees. No one wanted to face that kind of Dark Lord. Losing their lives would not be worth it.
Having just returned to Britain with his anger still unquenched, Voldemort was further enraged by Yaxley and Snape's failure, to the point of wanting to kill someone. After being taught painful
