Ogre, whom Allen had been watching closely, had initially been overjoyed when he heard the news. He thought Laxus was following his plan step by step. However, he had not expected Laxus, following Allen's instructions, to avoid affecting the city's residents when challenging the guilds. The fights had taken place only inside the guilds, and had not caused much commotion. More importantly, every guild Laxus had challenged had been thoroughly convinced by him.
