Those universes were the divine-power skin covering Qin Heng's body. They looked extremely similar to universes, but they were not actually universes. Qin Heng's body was simply too enormous, creating an illusion for beings of lower dimensions.
He had only one universe, all of it within his body, invisible to outsiders' naked eyes. In terms of sheer volume, it was far larger than an ordinary universe.
