Hal made a mistake—at least, he did from Emperor Joker's perspective.

In battle, no pattern should ever be repeated. The habits behind your actions, your usual techniques, and your methods of reaction would inevitably become weaknesses once they had been fully read.

The Parallax Hal before him had come from before Zero Hour, not after it. His personality was therefore far more ruthless than the Hal remembered by most people, and he had never repented.
