Background & Development

Phoenix was originally associated with the Truefrost Tribe, but Gao De deliberately replaced old tribal identification with the broader identity of “Phoenix people.” Under his rule, it developed from a Northern Territory settlement into a growing multi-tribal city with organized administration, agriculture, education, security, and foreign trade plans 563 566.

Its early growth depended heavily on Northwest Barley No. 1, a crop capable of easing the Northern Territory's chronic food shortage. The expected harvest enabled Phoenix to redirect manpower and resources toward civic institutions rather than mere survival 303.

Phoenix's government is centered on City Hall. Gao De sets long-term direction and major policy, while Sunaifa and Aisha oversee implementation, administration, and institutional development 387 390.

Security Threats

Phoenix's growth has made it a target for espionage and anomalous threats.

• A deformed Artificial Omniscient Eye was discovered near Goldensheen Farm and held outside the city for investigation. 300
• A later infiltrator possessed numerous irregular eyes, shadow-transformation abilities, and traits suggesting a connection to the earlier Omniscient Eye. 537
• Master Ram identified the Omniscient Eye as a possible Void Creature, strengthening suspicions that the Frostguard Tribe had historical ties to the Void Plane. 539
