"Ready?"

At the summit of Divine Mountain, before a cluster of palaces, Cronus inquired.

Although he wasn't leading the 'legislation,' as the God King, he would receive a share of the world's rewards.

"Of course, where is your edict?"

Twelve hundred years had not left their mark on Themis. On the contrary, years of travel had made her eyes more steady and sharp. She looked at Cronus, asking him for the final item needed for the legislation.

"Use this, the God King's Scepter."

"My brother, who dominates the outer seas, is immensely powerful. Apart from Urea's Mountain God lineage and the Star Gods in the Sky, his descendants alone outnumber all the gods of Khaos."

Cronus's voice was calm, and he showed no extra emotion when mentioning Okeanos.

His former elder brother had fused the Essence of the Sea with the origin of his Divinity to forge Poseidon's Scepter, using it to command the Ocean. So Cronus followed suit, forging a God King's Scepter of his own.

But when Poseidon's Scepter appeared, thousands of Ocean-aligned gods obeyed his orders. Yet Cronus's God King's edict was still largely ignored.

The edicts don't leave Divine Mountain, that was the current state of Cronus. Even the earth had long been occupied by numerous River Gods, Lake Gods, and Mountain Gods. In their eyes, the God King's ranking was a fact that didn't need to be stated explicitly.

"Following behind others is not a good thing, Cronus. The gods will remember the first, but few know the second."

Taking the scepter inlaid with three-colored gems, Themis reminded her brother.

This was a sentence she had heard from Lyanna, and the Goddess of Justice felt it made a lot of sense.

Over the past thousand years, she had often visited the Spirit World and then replicated what she learned on Mount Othrys. She wasn't taking without asking, because Ryan was happy to see it happen. Themis's actions not only didn't harm his interests but also accelerated his absorption of Khaos-related source power.

"Perhaps. But the strongest one is also the first, isn't he?"

Cronus's voice was more confident than it had been centuries ago, or rather, the growing power of the God King's position gave him this confidence. He had already planned to start doing something.

The God King had inlaid three gems on the scepter, hoping that one day he could use it to command the Sky, the Earth, and the Ocean. When that day came, perhaps he would have the confidence to resist the curse left by the Sky Father, or even the unspeakable fate.

However, unlike Cronus, Themis, faced with the God King's response, nodded but didn't have much faith in her brother.

Unless he could possess power comparable to that of a Primordial God, becoming the true King of the Gods, then 'the strongest one' was just empty talk.

But precisely because he relied solely on Divinity, Cronus couldn't achieve this at all. The Sky had the potential for Great Divine Power because the Sky Father was the embodiment of the Sky. But Cronus, even though Themis didn't know about the missing origin, originally only occupied a little more than thirty percent of the Space-Time Origin of the present world.

To become a true God King, one must possess great power. But to possess great power, Cronus could only rely on the God King's position, which was fundamentally a vicious cycle.

In later generations, Zeus successfully broke the deadlock with faith, but the second-generation God King at this time did not have that condition.

"I'm going to start."

Speaking softly, Themis didn't delay any longer. Everything was ready, and she was already a little impatient.

Upon hearing this, Cronus quickly dodged away. When legislation began, the rules of the entire present world would gather here. Apart from the legislator himself, even a Primordial God would not dare to directly touch this endless chain of order at this time.

After all, the so-called 'present world' was actually the Khaos consciousness in the eyes of the gods. Including the law phenomena at the birth of gods, it only happened in the present world and did not affect other places. The truly complete Khaos included everything in the world, but the gods only came into contact with its more orderly side. This part included most of the Sky, all of the Earth, most of the Ocean, and the core of the Underworld.

And outside the present world were the Eternal Night Land, the Land of No Light, the Bottomless Abyss, the edge of the starry Sky and the Ocean, and some dangerous places in the Underworld.

There, the more chaotic part of Khaos was dominant, and the power of the gods would even be weakened there. Only those who touched Great Divine Power could avoid being affected.

Seeing Cronus retreat, Themis pursed her lips. She stepped forward, standing at the highest point of Divine Mountain.

The next moment, the Goddess of Justice tightly gripped the God King's Scepter, and the vast Divine Power within her began to surge. It was not only the power of her Intermediate Divine Power, but also included a portion of the God King's authority temporarily granted to her by the scepter.

Under the dual effect of Divine Power and divine authority, a part of Khaos's instinct, the laws of the mortal world, began to open its doors to the goddess under the guidance of the [Law] Divinity.

In an instant, Themis seemed to see the chaotic source power accumulating between the chains of order. These were remnants from the beginning of creation, and they were not uncommon in the parts outside the mortal world. But in places dominated by order, their very existence made the flow of laws seem much more difficult.

So Themis raised her right hand. Silently, the brass-colored ancient book, which resembled neither jade nor stone, opened its pages. New writing began to appear on the book, which originally recorded the Calendar and the order of the Spirit World.

As part of the agreement, she was writing in Spirit Script, so the part of the original Spirit Script connected to [Law] was enhanced.

The Divine Power in her body became more and more turbulent. As the writing appeared on the [Codex of Creation], chains of law manifested from the void, vying to surge towards the artifact. In this process, not only did the chains of law themselves seem to be 'purified', but also a trace of invisible power emerged, silently being injected into the Codex, slowly enhancing its power.

The essence of this invisible power was extremely high. With each additional trace, the aura of the artifact became more powerful and complete. Themis knew that this was the attribute-less source power that Khaos had transformed from chaos. In addition to the Codex as a medium, this source power was also continuously poured into her body, transforming into a part of the [Law] Divinity.

Although Themis's Divine Power had not increased, her upper limit had been opened. The road to Great Divine Power had been paved for her.

Thus, under the gaze of Cronus, and under the secret observation of the Lord of the Spirit World, the Goddess of Law raised the [Codex] high and declared to the laws of the world:

"I, the Lord of Law bestowed by Khaos, the born great Titan Ancient God, the wielder of the God King's Scepter, the writer of the [Codex of Creation]."

"In the name of order, I am here to make a covenant for the mortal world."

...At the same time, when Themis raised the [Codex], invisible ripples spread out. The entire Khaos world, all gods with Intermediate Divine Power or above, looked towards Mount Othrys.

There, the laws of Khaos's mortal world were being rewritten.
