The Netherworld.

This plane had once also been called the [Plentiful Realm].

When mortals died, their souls were drawn into the Plentiful Realm. Most of this plane's vast expanse was flat, gray, dull, and monotonous, with no distinctive terrain features.

The Plentiful Realm had the following traits:

1. Stable.

2. Impeded magic: all magic was impeded. (Casting difficulty increased, spell effects reduced.)

The Netherworld existed in a special region of the multiverse. Upon death, mortal souls naturally traveled from the Prime Material Plane through the River Styx to the Netherworld, but reaching it by their own will was difficult. Servants of Deity could come here from their deity's domain (God's Realm) and bring back souls that truly belonged to the god they served. Because of the agreement between the devils and Kelemvor, the Nine Hells had portals leading to the Netherworld, while Demon Lords sometimes created portals from the Abyss to come here. In both cases, the fiends could take souls back to their home planes through these portals.

The Astral Plane offered no direct access to the Netherworld. One had to enter the Spirit Realm and travel along the River Styx to reach it.

Most inhabitants of the Netherworld were souls of the dead, waiting to be sent to the plane of the deity they worshipped. These souls were petitioners without planar traits, possessing no immunities, resistances, or special properties. The souls of the faithless formed a living wall outside the City of Judgment (the Wall of the Faithless), while false believers were sentenced to labor within the city, where demons sometimes tortured them.

The only distinctive feature of this otherwise unremarkable plane was the Crystal Tower, the crystalline domain of Kelemvor and Jergal, which stood at the center of the City of Judgment.
