The tribe began as the Xuan God’s vassals and developed around his Divine Grace, Sacred Objects, and teachings. Its leaders established rules aimed at restraining violence and teaching members to control “savage” impulses rather than pursue conquest recklessly. 58 106
Under Chieftain Xin, the tribe adopted a suzerain–vassal model for defeated or neighboring groups: affiliates retain internal control, provide resources, and receive military protection from the Xuan Tribe.
