Star Radiance Envoy Oren personally appeared instead, expressing the importance he attached to both the Iron-Blood Civilization and the Alien Civilization.
Especially given Oren's strength, even if the Alien Civilization wanted to play some "little tricks," they would have to weigh their own worth first.
The Nine Stars Civilization was not the Iron-Blood Civilization, and Oren was even less a powerhouse the Alien race could provoke at will.
Presumably, the Alien Queen understood this as well. Otherwise, she would not have specifically sent a small squad of Aliens here to yield.
In terms of civilizational strength, the Alien race lagged far behind the other Top-Level Civilizations present.

The Nine Stars Civilization possessed exceptionally powerful divination and prophecy abilities. There had to be a reason behind their decision.
Saine had also heard that, over the past hundred thousand years or so, the Iron-Blood Civilization had been put through quite a miserable time by the Alien Civilization.
Take the Iron-Blood Civilization's Envoy Delegation before them, for example. Even with a Dominator-class Iron-Blood Elder personally overseeing it, three Iron-Blood Civilization ships had still been silently parasitized by the Alien Civilization.
The signs had not been discovered until they neared the Nine Stars Civilization.
That alone showed just how formidable the Alien Civilization's concealment and camouflage abilities were.
And since they could leave
