Take the Demon Subjugation Alliance as an example. The Yan Emperor Divine Clan, the Nine Stars Civilization, and the Capricorn Empire—along with the newly joined Iron-Blood Civilization—all belonged to the same Star Sector.

That Star Sector had not even been explored to its end. There might well be undiscovered Top-Level Civilizations within it.
