When Saine received the War Mobilization Order, he was conducting a Resurrection Experiment inside the Ash Tower.
At Saine's insistence, Nettini's God Tree seed had already been planted within the World Crystal Ball of Luluenman, Saine's mentor.
Nettini had no way to refuse Saine's request, especially after he had offered such an enormous price and had nearly taken control of the life and safety of the Dominator-class dragon beast Phantom.
Saine truly treated the Pantera Remnants quite well. Under his personal direction and arrangements, Wizard Civilization had provided the Pantera Remnants with a large artificial planet on which to settle.
The plane layout, climate, environment, and all else of that artificial planet had been reproduced as closely as possible after Pantera World.
Moreover, Saine had procured for Nettini and the others, at low prices, many mid- and low-level resources urgently needed for the development of their race and civilization.

The artificial Life Planet they inhabited could only allow their race to reproduce and develop normally; it could not let them excavate and obtain the planet's own resources as extravagantly as they once had.
Therefore, for the Pantera Remnants, what affected their race the most now was perhaps not the acquisition of high-level and top-tier resources, but access to mid- and low-level resources.
As it happened, Saine could help them greatly in this regard.
As for the personal freedom and safety of the Dominator-class Winged Dragon Phantom Image, there was even less need to say anything.
The reason Nettini had agreed to Saine's conditions was also related to the fact that the Pantera Clan had never been particularly zealous about resurrection.
