The Shadow King was an Alliance Dominator born during the Evil Tide Civilization War.
Moreover, its advancement had depended on the resource support of Wizard Civilization.
Thus, Wizard Civilization's upper echelons still trusted this fellow fairly well.
After dismissing the Shadow King, Wizard Civilization's upper echelons continued their meeting discussions.
In truth, the few core proposals Saine had raised earlier were not his personal ideas alone. They were better described as the direction toward which Wizard Civilization's current great tide was flowing.
Everyone present was intelligent. Even those Knight Dominators had gradually come to understand, through the wars of recent years, what they needed more and what they had to let go of.
Therefore, this Imperial Council discussion in Sky City proceeded rather smoothly overall.
This included Saine's proposal on Naige'er's behalf to expand the Kada Star Thief Group and grant the Black Magician community a certain degree of greater rights. It too received two-thirds of the votes at Sky City's high-level meeting.
"While granting the Black Magician community corresponding rights, add the Sea Race, Subhumans, and magical beast clans as well."
"The magical beast race produced a Dominator of its own many years ago."
"Among the Subhuman races, I heard that a 'Subhuman King' Dominator will soon emerge as well."
"At the next Imperial Council of our Wizard World, we can invite Her Highness Avril, the Mermaid King." Befu proposed.
Befu's proposal also gained the approval of the overwhelming majority of the Imperial Council's upper echelons.
It even received more votes than Saine's earlier proposal concerning the Black Magician community.
The network Befu had cultivated in Wizard World over hundreds of thousands of years was not something Saine, who had only assumed the post of Civilization Leader a little over ten thousand years ago, could compare with.
