Every time Saine visited Howling Stone World, it felt different.
The first time he had attended a Wizard Alliance Assembly there, he had felt a sense of novelty.
After attending several more assemblies, even presiding over a few, that novelty had given way to ease.
Now, watching this assembly as an outsider, Saine found himself filled with emotion.
Security around the Wizard Alliance Assembly venue remained tight.
Even a Level-9 Being like Saine could approach the Wizard World's Mother Plane without drawing much notice from the Wizard Civilization's powerful figures partly because the Mother Plane Will tolerated his presence.
But Saine realized he could not force his way into the Howling Stone assembly venue unnoticed. Doing so would inevitably trigger some of its defensive rules and draw the attention of more powerful figures from the Wizard Civilization.
"Master Douglas must have set up these rules, right?"
"They even contain some of the Light of Wisdom's fundamental Arcane Truth," Saine said, gazing at the Howling Stone World Venue.
Master Douglas was also in the Nightmare Star Territory. Once again, it was his Elemental Avatar attending the Thirty-First Wizard Alliance Assembly.

Across the entire Wizard World, only Master Naige'er could be so carefree.
The previous Wizard Alliance Assembly had served as Saine's farewell ceremony as leader of the Wizard Civilization. Master Naige'er had attended in person then. Perhaps he had done it out of respect for Saine.
