From the very beginning, Saine had believed that the circumstances of the Qihuang Castle Civilization and the Gear Clockwork Civilization were worlds apart from those of the Azure Mountain World Civilization back then.
Looking back to those years, the Azure Mountain Civilization, including the Lord of Green Cang Mountain, had seen its entire race and territory pushed to the brink of total annihilation beneath Evil Swamp Time-Space's frenzied assaults and forceful invasion.
At the time, it was only because the Mechanical Civilization had intervened to save them that they barely preserved the spark of their civilization and avoided vanishing completely amid the flames of war.
For that very reason, it was perfectly understandable that the Azure Mountain Civilization had been willing to accept mechanized transformation in its entirety.
After all, at that critical juncture of life and death, the Azure Mountain Civilization had no second path to choose. Joining the Mechanical Civilization and accepting transformation had been its only way out for continuing its civilization.
But the Qihuang Castle Civilization and the Gear Clockwork Civilization were in nothing like that situation.
These two Super Civilization powers rooted in Gear Time-Space each had a Level-12 Being overseeing them, with exceptionally deep reserves of top combat power.
Moreover, both possessed intact civilizational inheritances, while their territories remained stable and under control. They were nowhere near the miserable state of the Azure Mountain World Civilization, whose civilization had nearly shattered and collapsed, whose people had been forced from their homes and ancestral star regions, left with no way out but to defect to the Mechanical Civilization.
It was precisely because of this consideration that Saine believed these two civilizations might not be willing, nor did they need, to unconditionally merge into the Mechanical Civilization. They certainly would not readily cooperate with his implementation
