Because once a Subhuman King appeared, it would inevitably establish a subhuman kingdom in the surrounding region, gather its people, and report its presence to the nearby Holy Towers and Knights' Halls.
However, the Eli Knights Alliance encompassed such a vast territory that there should have been subhumans above Level Four somewhere within the Underground Worlds contained in its domain.
Like the seafolk, these subhuman kingdoms would sometimes accept recruitment and solicitation from nearby Holy Towers and Knights' Halls, joining wars on Alien Planes.
It was simply that few Holy Towers or Knights' Halls were willing to do so.
As humans, especially Wizard World powerhouses who had grown up in the Surface World environment, the major Holy Towers and Knights' Halls still harbored a deep-rooted sense of rejection toward these sea races and subhumans.
Those not of our kind must harbor different hearts.
