Organization and Governance

The Dao Alliance is headquartered in Tianxia Immortal City and maintains numerous subordinate institutions, including the Six Great Daoist Academies and the Mysterious Court Division. 74 333

Its nine principal leaders are the heads of nine peaks. While division heads hold the highest authority, deputy heads generally manage each division's day-to-day operations. 393 The Mystic Office oversees personnel assignments in Tianxia Immortal City. 400

The Dao Alliance uses military merit, official posts, rankings, and institutional support to reward cultivators who contribute to its defense and development.

• High-grade resources such as Third-Order Spirit Gathering Pearls are not sold externally and can only be exchanged for military merit. 291

Exclusive Refining Workshops

The Zhou Family Workshop became the principal warship supplier for Five Spirits Immortal City after Zhou Ling agreed to repair the Purple Cauldron Warship and five damaged Fourth-Order warships. The Alliance supplied the required materials and inscriptions. 372

Political Structure and Internal Tensions

The Dao Alliance is one of humanity's Four Great Grotto-Heavens, though it is not the strongest among them. 391 Its upper ranks must divide their attention between demon beasts, Demonic Cultivators, spatial rifts, foreign races, and internal affairs. 365

Its leadership is not politically unified. The Liu Family possesses deep connections and allies among the Alliance's major families and division heads, complicating the investigation of Liu Zheng Jia's collusion with foreign races. 512 514

The dispute over Liu Zheng Jia also exposed jurisdictional tension with the Immortal Gate: City Lord Chen transferred implicated Purple Cloud Sect cultivators to the Immortal Gate Law Department rather than the Dao Alliance, citing his authority over Cloud Sea Immortal City. 505 507

• Anyang Immortal City Beast Tide — The Alliance mobilizes personnel, formations, artifacts, and reinforcements to resist the Demon Beast Tide. Zhou Ling serves through the Heavenly Crafts Division's logistical efforts and later helps establish the Heavenly Gate Sword Light Formation. 308 311 312
