Background / History
Great Xia initially faces growing international hostility while its leadership quietly prepares for a predicted Dark Realm invasion. After Zhang Qing accepts responsibility for the consequences should the warning prove false, Zhang Zhengguo orders the nation to proceed on the assumption that invasion is certain. The resulting policy is summarized as building troops, fortifying cities, and stockpiling grain. Zhang Zhengguo then creates the Crisis Response Group, with himself as leader, Zhang Qing as chief action adviser, and Li Wannian as coordinating deputy leader 165 166.
The Crisis Response Group transforms Great Xia's development strategy. The state begins building megacities, relocating population, concentrating industrial capacity, restructuring technology firms, and reducing foreign dependence. Li Wannian publicly unveils the South Heaven Gate Plan, which promises controllable nuclear fusion, energy agriculture, the Mega-City Era, and eventual expansion into space 179 243 244.
Great Xia's posture becomes increasingly isolationist before Dark Realm's public launch. It recalls overseas personnel, requires non-citizens to leave unless screened for citizenship, and uses White Emperor's maiden flight and victory over the Raptor to establish technological and military deterrence. Public confidence in the government grows sharply, driving Dark Realm helmet preorders beyond six hundred million 247 250 251.
Following Dark Realm's launch, Great Xia turns its population, civilian administration, Think Tank, and military into a coordinated expansion force. Its army establishes itself in An City, fields the Blood Dragon Army, captures surrounding human cities, and develops trade routes that exchange official grain for spirit medicine and ore. The state also begins cultivating high-realm martial artists and Sequence Users to ensure that official forces remain capable of maintaining public order 280 285 286 320 341.
When Dark Realm abilities become usable in reality, Great Xia openly demonstrates its new power. The Blood Dragon Army uses the Trample Authority against foreign forces, while its larger formations project power across Southeast Asia, Japan, and the Pacific. This display removes foreign pressure before Blue Star Fall, though it also establishes Great Xia as a dominant and feared force 369 370.
Blue Star Fall devastates Great Xia's cities but fails to destroy the civilization. Its people, soldiers, players, and leaders fight alongside Zhang Qing's authority-enhanced defenses. After Blue Star settles in the Dark Realm, Great Xia begins reconstructing infrastructure, treating casualties, reconnecting with the Dark Realm, and memorializing those erased by Ultimate Sublimation 385 393 396.
Government and Administration
| Institution | Function | Known leadership |
|---|---|---|
| Era Council | Highest governing authority; Zhang Qing retains ultimate arbitration authority but normally does not manage daily affairs. | Zhang Qing 398 |
| Civil Affairs Department | Oversees civil administration, including education and commerce. | Li Wannian 398 |
| Technology Department | Manages technological development and industrial advancement. | — |
| Finance Department | Manages financial affairs. | — |
| Infrastructure Department | Oversees construction and infrastructure. | — |
| Martial Affairs Department | Oversees martial development and related institutions. | — |
| Military Department | Commands Great Xia's official armed forces and giant-city armies. | — |
| Razor | Enforcement organization tasked with preserving order and preventing corruption. | Guan Yutian 398 |
| Think Tank | Collects intelligence, analyzes Dark Realm conditions, and supports military and Sequence planning. | Li Keming 275 320 |
Great Xia's twelve giant cities are each governed by a Guardian and protected by newly formed giant-city armies. Territories outside Blue Star are governed through a deliberately divided structure: a powerful individual or Sequence User, government officials, Razor, and military forces each hold part of local authority so that no single faction can establish independent rule 398.

Dark Realm Military System
Great Xia converts Dark Realm progression into organized military power rather than relying solely on individual combatants.
- Blood Dragon Army — Major army originally led by Li Liming; its vanguard became decisive in the Battle of Mountain City through Kinship and kill-based momentum 285 286.
- Dragon Scale Army — Elite army whose core lineage included nine Sequence Users; later becomes a true border army after Li Liming advances to Transcendent 333 470.
- Trample Authority formations — Blood Dragon Army units can receive delegated Trample Authority through Kata, Xi Fang, Zhou Chen, and Luo Hang 333 369.

Spark Perpetual Arrays
Great Xia's homeland is protected by a revival system derived from Zhang Qing's Survival, Spark, and Flesh Authorities.

- The system creates a closed survival loop: killing Great Xia citizens does not permanently reduce its population or fighting force 462.

- The Spark Giant Gate later serves as the site where Great Xia's dead are restored with their memories 603.

- Judgment Border Army — Led by Guan Yutian; supports fronts and maintains order among migrants during the Star River migration 519.
- Razor — Internal enforcement force empowered to preserve order and punish collusion with Specters 398 470.
- Ring Star City Wall — Defensive wall constructed from smelted intelligent machines during Sky City's assault 521.
Story Role / Major Arcs
Dark Realm Preparation
Great Xia is the institutional force that turns Zhang Qing's knowledge into national action. Its leaders accept extreme economic and diplomatic risk to prepare for an invasion that cannot yet be proven, placing the country on a path toward militarization, city construction, food security, and technological independence 165 166.
Mega-City Era
Great Xia publicly commits to the South Heaven Gate Plan and undertakes industrial restructuring on a national scale. Foreign pressure and domestic skepticism follow, but White Emperor's success gives the public a concrete reason to trust the state's direction 199 243 251.
Dark Realm Expansion
After commercial launch, Great Xia becomes a major human force in the Dark Realm. It creates city-based military formations, trains elite martial artists, organizes player logistics, and expands through An City, Mountain City, War City, and Qi City 254 285 286 341.

Imperial City Era
After reconstruction, Great Xia establishes the Era Council, six departments, giant-city Guardians, Razor, and an external territorial system. It is diplomatically recognized as an Imperial City, though its rapid rise also creates internal tensions around hero worship, Sequence Users, outer-city power blocs, and frontier-army authority 398 462 467 479.
Sky City War and Migration
Sky City's Supreme Decree identifies Great Xia as a target for destruction, prompting a full-scale assault. Great Xia withdraws populations and forces toward its homeland, completes the migration of billions across the Star River, and builds a defensive line with fifteen border army corps 515 519 523.
Dragon Venerable and Venerable Lord Era
Great Xia's population collectively supports Zhang Qing's advancement by striking the Pendulum of Fate, while allied Highnesses sacrifice themselves to complete the required 540 rings. Dragon Venerable's emergence secures Great Xia's position, and Zhang Qing later returns as a Venerable Lord 537 539 546.
