The Governor's Mansion inspector was not an easy man to deal with. He arrived quickly, only notifying the officers in the Duan Defense Zone fifteen minutes before he was due to arrive.
This approach might have seemed somewhat foolish, in a way that was hard to put into words, but it was precisely the essence of bureaucratism! Giving fifteen minutes' notice instead of several hours, a day or two, or even longer perfectly demonstrated the inspector's responsible attitude toward his work!
If he had warned the Duan Defense Zone earlier, there was a good chance that everything he saw next would have been fake—deliberately arranged by the people there to cater to him.
That would defeat the purpose of the Governor's assigning him such an important task. He would not see the true conditions at the grassroots level, which would greatly weaken the Governor's Mansion's and the island's control over the defenses.
But he could not give them even less notice! After all, this was Gefra territory. Everyone was a Gefra officer or politician, and they still had to preserve one another's dignity.
Even though the Prime Minister had seized the Imperial Family's power and legislated to prevent the Imperial Family from holding the nation's authority again, he had already seized the country's highest power in reality.
Yet when he saw an Imperial Family Member, he would still bow.
That was the dignity they maintained for each other.
If the inspector had come without warning, he might have seen an ugly scene, poor arrangements, terrible attitudes, and inadequate responses!
Then the problem would have returned to the inspector.
Having seen so many terrible things, should he report them or not? If he did, both sides would lose face. When the Governor's Mansion's orders came down, everyone would certainly blame the
