There was a term for this: overinterpretation.

When the term "overinterpretation" was linked to serious incidents, a "dictator" often seemed to lurk somewhere in the shadows.

Some politicians always liked to speak in riddles, saying things that sounded plausible but weren't, leaving their listeners racking their brains without ever figuring out what they were trying to express.

There were actually very few people like that within the Federal Government system—so few that they were practically nonexistent—because the Federal Government was an efficient government.

That wasn't a rhetorical device, much less sarcasm directed at the Federal Government. It was simply the truth.

Every link in the chain was highly efficient. Combined with the direct-election system, the only thing most politicians needed to do was please the lower-class voters.

Those voters... were mostly just high school graduates. Quite a few had only graduated from middle school, or even elementary school.

To please those people, you couldn't make your methods too sophisticated. You had to slam them straight into their faces, so they wouldn't need anyone else to interpret them before knowing that you were pleasing them.

Only then would they cast their votes for you, and only then would you possess influence.

But in monarchies, things were exactly the opposite. A monarch had to maintain an air of mystery to preserve his dignity, whether toward the nobility or the common people.

Maintaining mystery and distance from the common people was meant to keep them in constant fear. That way, even when they suffered severe exploitation and oppression or encountered injustice, they would silently endure it because of their fear of the monarch.

Maintaining mystery toward the nobles, meanwhile, prevented them from easily seeing through the monarch's thoughts.

After all, in a centralized feudal dynasty, if the government's middle ranks colluded to deceive
