That also meant there would be no opportunity for military exercises in the short term.

After broadening their perspective, the Department of Defense was not actually idle all day. They were conducting simulations and reflecting on what it meant to have missed the opportunity to participate in the previous World War.
It meant that eighty percent of the countries in the world had already undergone the test of fire. Whether they had ultimately succeeded or failed, they had at least been tempered by war.
The Federation had not. That would become a terrifying problem. If the soldiers could not withstand the pressure, it was very likely to trigger a chain reaction.
