Hearing the Second Elder's words, the First Elder thought for a moment and said that only half of the Demon Legion, Death Legion, and Werewolf Legion had been deployed before. The other half had remained hidden in Vought Pharmaceutical Company's Core Base.
Vought Pharmaceutical Company had quite a few people capable of Teleportation spells, so moving troops was no problem at all.

Thanos sneered inwardly. In truth, each of the Five Great Elders had an Ability Corps exclusively under their command, its members all carefully selected powerful Ability Users. If sent to the battlefield, they would be an extremely formidable force.
Yet the Four Great Elders had never considered deploying their own Ability Corps. They even wanted the Monster Legion to stay behind and protect them, because they truly feared death.
The Four Great Elders now had everything they could want and were even about to rule the world. Naturally, they were unwilling to take risks. They were no different from America's upper echelon—creatures of power, every one of them.
Following the Elders' orders, a group of Ability Users with Teleportation Ability gathered around the Death Legion and teleported half of it to the Pentagon.
Then the Ability Users joined forces again to teleport the Werewolf Legion and Demon Legion over as well. Just like that, the situation was completely reversed.
