The Wristwatch contained Belief Technology (Mind Technology). Immortal Kang had rebuilt it using materials supplied by Chthon and the others.
Immortal Kang's Mind Armor required some very unusual materials. Although Chthon and the others had been working hard to collect them, they had only gathered a tiny amount, all of which had gone into this Mind Watch.
That was why Immortal Kang had been reluctant to give Homelander the watch. But now he had no choice. To make the experiment succeed, he would have to let Homelander reap the benefits.
As soon as the Mind Watch settled onto Homelander's wrist, he sensed psychic power connecting to him. He hesitated, then chose to connect with it, quickly learning what the Mind Watch did.
Naturally, the Mind Watch served the same function as the Mind Armor: as long as he believed, he could create miracles.
