Harley heard Glasses's prompt in her mind. "On the surface, Shak is one of your staunchest supporters, but in reality, he only wants to use you to gain power. After all, you're not good at management."
"Look into Shak's past. See whether he's the kind of person who's committed every evil imaginable."
Harley said through her thoughts. If Shak's character was decent, she did not mind handing most of the power to him, as long as she retained control over the army and the Elite Ability Corps.
Harley herself had little interest in power. She had become Commander only to help Andrew. Having someone manage the Gathering Place for her would be an absolutely wonderful thing.
Of course, the prerequisite was that Shak could not be a bad person. If he was rotten to the core, Harley would never hand power over to him, because that would only allow Shak to commit even greater sins.

Glasses replied. This was not the Pre-Apocalypse era. There was no internet, and many things could not be investigated. It needed to observe Shak's actions and gather other people's opinions of him before it could determine his character. That would clearly take quite some time.
