The Ultron Crisis and the Cybertron crisis had left most other countries largely unscathed. Only America and a few island nations had suffered terribly.
Los Angeles and Chicago had both been devastated, with heavy casualties. Countless electrical appliances had also been destroyed, and Chicago had effectively been thrown back into the Stone Age.
Restoring the two cities would require a staggering amount of money. Even America's nuclear-powered money printer was struggling to keep up.
After all, New York was still being rebuilt, and that required enormous funding too.
On top of that, America had lost yet another carrier fleet. Worse still, soldiers aboard the other carriers were requesting discharge in droves.
That was only natural. Anyone could see that America's carrier fleets would all be wiped out sooner or later—there was no helping it. Aliens were particularly fond of destroying American aircraft carriers.
Seeing this, President Ellis simply threw caution to the wind. He abandoned further carrier development and focused entirely on building spaceships.

Other countries had also acquired plenty of valuable finds. Barring any surprises, Earth's technology would advance by leaps and bounds in the coming days. Still, no one knew how much time Earth had left.
