Mark had no idea that while he had become idle, the Space Guard had grown busy.
The first thing Simon did after taking office as Port Governor was establish a government. He successively formed a fifty-man Space Guard and welcomed new immigrants and another batch of Transcendents.
He could finally free up his hands to conduct lunar surveying work.
The Spaceport was already able to maintain basic operations. Though it was not yet self-sufficient, it was more than adequate as a transit station.
With idle manpower at his disposal, the next step naturally went onto the agenda.
Following the Transcendent Research Institute's plan, Simon personally led the lunar surveying operation.
The previous few simple landings had all taken place on the hemisphere facing the planet.
Simon's work also began by surveying that half. Only after the new immigrants had settled down did he begin surveying the far side.

An anxious voice suddenly came through the communications channel. Since they used Transcendent Communication, the relay station did not need to place satellites on the far side; it was instead located at the Spaceport.
With this kind of communication, distance was the only impediment, not obstacles.
In theory, penetrating a planet was just as efficient as passing through a vacuum. There was no normal attenuation.
