"Damn you, evil mortal wizard! Let go of my hammers!" When Cul saw that all eight of his hammers had been stopped by Robet, his expression twisted into Wrath, and he cursed him again and again. "Mortal, you are provoking a god! Do you know what the consequences are for provoking a god?"
Even though the contingencies Cul had just triggered were not limited to those eight hammers, and included two treasures condensed from Fear Energy, the fact that one of his methods had been blocked by Robet still sent Cul into a rage.
Because two treasures condensed from Fear Energy alone were not enough to plunge all of Earth into chaos. If the entire Earth could not be thrown into chaos, how could Earthlings provide Cul with enough fear? Without enough fear, how could Cul recover his strength, break free from Robet's grasp, or even kill Robet?
