Nick Fury initially conceived the Avengers as a means to unite scattered extraordinary individuals such as Iron Man, Superman, Batman, Hulk, and Energy Kid. He intended to begin by recruiting Tony Stark. 176

Tony rejected the prospect of a Fury-led team, believing that the extraordinary people who already knew one another could organize more effectively without S.H.I.E.L.D.'s oversight.
