Arc 25Gathering for the New World

As the World Government framed Bai Ye for the Impel Down jailbreak and recruited pirates to fight him, Blackbeard, the Marines, Crocodile, and Doflamingo each chose their sides. Bai Ye gathered allies including Big Mom and Shanks, then revealed plans to replace his crew’s rule with a civilian-elected council.

  • The Five Elders evacuated Impel Down’s staff and let Blackbeard recruit prisoners, while arranging to blame Bai Ye for the jailbreak.
  • Blackbeard recruited Shiryu, Vasco Shot, Dai Peng, Evil Governor King, and other prisoners, then promised to fight alongside the World Government after gathering more allies.
  • Sengoku and Tsuru debated whether the Marines should follow the World Government, while Crocodile abandoned Baroque Works and set out to find Bai Ye.

Arc 26The Road to Elbaf

Bai Ye gathered Shanks, Rayleigh, and Shakky while the World Government prepared for war and tried to control Blackbeard, Doflamingo, and the Marines. The arc ended with Bai Ye and Sengoku beginning talks about the Marines’ future at Marine Headquarters.

  • Shanks joined Bai Ye and brought him to Rayleigh, who agreed to leave Sabaody with Shakky after realizing the World Government would target them.
  • Bai Ye moved Rayleigh and Shakky’s tavern, prompting Saint Saturn to order that Rayleigh be killed with a single strike.
  • Blackbeard prevented Dai Peng and Shiryu of the Rain from fighting, rallied his crew, and agreed to return to the World Government while planning to exploit its conflict with Bai Ye.
  • Im ordered the Lights-Out Plan to begin early, kept the secret weapon in reserve against Bai Ye, and directed the Five Elders to seek Doflamingo’s help.

Arc 27The Marines Choose a Side

Bai Ye and Sengoku negotiated an alliance against the World Government, then Sengoku revealed the Celestial Dragons’ crimes and gave the Marines a choice. Five-sixths chose to leave with him, while Sengoku faced a final call from Kong Kong.

  • Sengoku revealed that the World Government had ordered Marines’ families moved to the Holy Land, and he agreed to cooperate with Bai Ye against its rule.
  • Sengoku and the Marines debated whether joining Bai Ye meant betraying Marine justice, while Akainu refused to join but agreed to hunt the escaped Impel Down prisoners.
  • Sengoku announced to Marine Headquarters that he would cooperate with Bai Ye and invited willing soldiers to go with him.
  • Sengoku condemned the Celestial Dragons’ atrocities, including the massacre at God Valley, and a Marine who had witnessed their cruelty at Sabaody spoke in support of him.

Arc 28The Marines Choose Sides

Sengoku led many Marines away from the World Government and brought them to Wano Country, where captured Marines chose to join him. As Bai Ye prepared to face the World Government after seeking Elbaf’s support, he used an interview with Big Morgans to expose the Celestial Dragons’ role in the Marines’ defection.

  • Sengoku told Kong Kong he trusted Bai Ye more than the World Government, but Kong Kong refused to leave and accepted that they would face each other in the coming war.
  • The Five Elders let the departing Marines go rather than weaken their forces before the war, while Saint Garling took them to meet Im and the Knights of God joined the battle preparations.
  • Doflamingo decided to remain with the World Government, abandoned Vergo’s Marine infiltration, and ordered him to return.
  • Sengoku led many Marines away from Marineford with Bai Ye, while the remaining Marines chose whether to stay or leave and the World Government personnel eventually departed.
