Victor and Robin left Fujitora to recover after Victor’s Conqueror’s Haki forced a CP0 agent to retreat. In Foosha Village, Luffy rejected Garp’s plan to make him a Marine and declared that he would go to sea as a pirate, leaving Garp to accept that he could not control his family’s choices.

Ch. 228Smoker's Frustration!

Victor used the World Military Draft to place Sabo, Enel, and Kuina in Marine positions, then sent them to support understaffed branches and Momousagi. Smoker remained stuck maintaining warships at Headquarters, while Luffy set sail from Foosha Village and soon lost half his supplies in a storm.

Ch. 237Why, why can't I hit him?

Ch. 240A Ruckus in the Sabaody Archipelago!

Rayleigh described Luffy’s father, and Nami learned that Rayleigh had been talking about Dragon rather than the Revolutionary Army. After Luffy and Zoro attacked a Celestial Dragon in Sabaody, Marines, CP0, and Pacifistas turned the island into a battlefield, leaving the Straw Hats in a desperate fight.

  • Rayleigh recalled Luffy’s father as headstrong, innocent, and fiercely loyal to his companions, and Nami asked whether the Revolutionary Army had destroyed a country’s army.
  • Nami explained that she believed Luffy’s father commanded the Revolutionary Army, and Rayleigh and Shakky clarified that Luffy and Ace were sworn brothers and that Rayleigh had not been describing the Revolutionary Army.
  • Luffy refused Rayleigh’s offer to reveal the location of the final island, while Saint Angellati and other Celestial Dragons arrived in Sabaody to bid on mermaids.

  • Ain and Binz confronted Victor, who told them the Gorosei had ignored his objections and urged them to comfort Zephyr.
  • Light left Victor's office and heard Victor smash his desk, while Marines throughout Marine Headquarters grew furious.
  • Zephyr, Ain, Binz, and a group of Marines later defected.

Ch. 244NEO Navy

Zephyr's NEO Navy expanded by raiding Marine supply depots, while Victor quietly refrained from pursuing them and told Sand Crocodile to avoid them. After hearing that the Big Mom Pirates might retaliate against the NEO Navy, Aokiji set out to find Zephyr before they could reach him.

  • Victor rebuffed Sengoku's questions about Zephyr, and Sengoku left the Fleet Admiral's office.
  • Shuzo led Zephyr, Ain, Binz, and the NEO Navy to a Marine supply warehouse on the Sora Islands, where they seized weapons, food, and medicine.
  • Using intelligence from undercover contacts at Headquarters, the NEO Navy gathered more supplies, including Pacifistas, and grew from over 3,000 members to more than 20,000.
  • Robin told Sand Crocodile that Victor wanted him to avoid the NEO Navy, and Sand Crocodile agreed to stay clear of them.

  • Perospero led more than ten thousand Big Mom Pirates, including Cracker, to attack the NEO Navy base, where Zephyr had prepared a defensive ambush.
  • Shuzo led a thousand elite marines against the pirates while Binz’s submarines surfaced and bombarded their ships; Perospero countered with his Candy-Candy Fruit powers.
  • Ain sailed out to support the submarines, but Aokiji froze the sea and forced Perospero’s forces to retreat.
  • Aokiji agreed to remain with Zephyr’s NEO Navy, prompting the Gorosei to order Victor to wipe it out.
  • At a military meeting, Ryokugyu volunteered to attack Zephyr and Akainu offered to go, but Victor refused to target his teacher and warned the officers not to do so either.

Ch. 246Suspended!

After Victor defied the World Government’s order concerning Zephyr, the Gorosei suspended him and others resigned in solidarity, leaving Marine Headquarters nearly empty. Victor then cultivated his access to Saint Angellati while investigating the forces in Mary Geoise, as Dragon held the Revolutionary Army back until it confirmed the existence of the Celestial Dragons’ national treasure.

  • Victor, Chaton, Momousagi, Momonga, and Dalmation challenged the World Government’s order, and the Gorosei suspended Victor and appointed Akainu to take over.
  • Rodney, Momousagi, Chaton, and others resigned, while Akainu and Ryokugyu told Victor they had also submitted resignation letters rather than oppose him.
  • After Akainu and Ryokugyu were suspended, Sengoku returned to Marine Headquarters, where he struggled to run it with most positions vacant.
  • Dragon warned the Revolutionary Army not to attack until it confirmed the existence of the Celestial Dragons’ national treasure, which could erase everything.
  • Victor visited Saint Angellati and declined his suggestion to join CP0, using the visit to investigate the distribution of Mary Geoise’s forces.

Ch. 247Elbaf's Divine Tree

Victor learned that CP0's strongest shields guarded Im in Pangaea Castle, while Robin uncovered a Divine Tree Poneglyph in Elbaf and later approached Luffy's crew with guidance about the Road Poneglyphs. The chapter left Robin working to steer the Straw Hats toward Laugh Tale at Victor's request.

  • Saint Angellati warned Victor that CP0 had powerful agents called shields who stayed near Im in Pangaea Castle.
  • Robin took Casey and Oimo to Little Garden, where she asked Dorry and Brogy to help her return to Elbaf by warning that it might be destroyed and mentioning the Great Kingdom.
  • Robin returned from Elbaf and told Victor that a Poneglyph there described a Divine Tree connecting the giants to the world of the gods.
  • Victor ordered Robin to contact the Revolutionary Army.
  • After two years of training, Luffy entered the New World and encountered Robin in Fish-Man Island's Sea Forest.

Ch. 248The God-Slaying (End)

After Im ordered Victor to destroy the Straw Hat Pirates, Robin abducted Nami and lured Luffy to Mary Geoise, where the Straw Hats and Revolutionary Army launched an assault. The battle left the Holy Land in ruins, and Victor revealed his hidden forces as he confronted Im, declaring that he had come to slay a god.

  • Luffy and his crew followed Robin’s guidance, found the samurai, and gathered three Road Poneglyphs while Luffy grew stronger and defeated Kaido.
