The Corrupted Galaxy wasn't a barren wasteland. In fact, based on the Imperium's past experience developing a certain Corrupted Galaxy, after being eroded by evil power, those Infinite Mines could well have been transformed by that power into even more precious Psionic Minerals. Of course, anyone hoping to mine and use those minerals had to purify the evil power first.

Vast numbers of 08 Corrupted Souls were purified in the sacred flames. A small number fused with Divine Realm Heroic Spirits or human bodies in the Material Realm, while the rest, after their evil power was purified, soaked in the Soul Sea to quickly repair their injuries.
The next step was the most crucial. These reborn souls of former corrupted beings wouldn't simply be allowed to rest in the Divine Realm. Instead, they would return to the Material Realm once more through the Reincarnation Hall.
Of course, unlike the Imperium's citizens, these purified Soul Bodies hadn't reached the Yang God level, so they would lose some memories during reincarnation. That wasn't a problem. Unlike normal reincarnation, the memories of these sinful souls were completely erased before they were reborn, so they could be raised anew.
