Conilia casually opened a Holographic Projection, displaying a phantom image of the Milky Way Galaxy. With a few quick adjustments, thousands of black holes of various sizes appeared on the star map.

"These are all the black holes in the Milky Way Galaxy. Excluding those that are unsuitable for mining or poorly located, there are 2,604 that we can develop and use."

"We want every one of them. The Empire has already completed more than 300 simplified Dyson Spheres. It's time to mass-produce Matter Decompressors, too." Link waved a hand.

"Don't worry that we won't be able to handle it. Once the initial plans are in place, the Empire can ramp up production at any time!"

Everyone present nodded. It was a fact, and one that the Empire's population of trillions gave them every confidence in.

The proposal was soon brought before the Throne Room for discussion. With the top leaders in agreement, the Empire's fifty-year development plan, jointly drafted by multiple departments, was completed just three months later, ushering in a massive construction boom across the Milky Way.

The first ten black holes, all of suitable size and location, were visited by engineering survey fleets, which began conducting more detailed measurements of their properties.

Within the Empire, several Forge Worlds with cutting-edge technology were urgently manufacturing large quantities of Components at the Ministry of Industry's request. Transport Ships then carried them through the Star Gate Network to the Black Hole Galaxy, where they were assembled
