there weren't many forces in the entire Ninja World that had the qualifications, ability, and foundation to unify it.

So although Princess Kaguya from Ninja World 7 was also on the list of candidates, she didn't rank very high. After all, she was alone and had little political talent.

And Ōtsutsuki Isshiki? He certainly had enough strength.

But he ranked at the very bottom of the candidate list.

That was because his goal was to plant the Divine Tree, devour the life and energy of the entire planet, and then form a Chakra Fruit.

The price would be that nearly every living being in the Ninja World would die.

And if everyone died, who knew whether that would still count as unification according to the system?
