Hermione had originally planned to let Harry take charge of everything, since that had been Vaughn's intention as well. After all, everything was within Vaughn's plan.
But now the situation had changed. Harry and Ron's argument had left neither of them able to stay calm, and there was no point expecting the twins to come up with any good ideas.

"Create chaos?" Harry froze for a moment.
Hermione nodded firmly. "That's right! Since no one will believe us, we should create a crisis ourselves and make everyone in the school vigilant!"
"For example—attacking students, or even professors!"
Ron and Harry's eyes widened at the same time. The two who had just been arguing suddenly had the exact same thought.
They suspected that the Hermione before them was fake. Could Death Eaters have secretly infiltrated the castle and replaced Hermione with Polyjuice Potion?
Otherwise, how could Hermione, who had always followed the rules so strictly, suggest such a plan?
Fred and George's eyes lit up instead. They said almost in unison, "Great idea! That's absolutely brilliant!"
