During his time in office, Fudge had worked tirelessly to maintain a facade of peace, trying to convince everyone that under his leadership, the English wizarding world was the safest place on earth.
It was precisely that manufactured peace that made people panic all the more when chaos struck.
Interestingly, the Daily Prophet had only reported the various incidents and what its reporters considered objective analysis. It had not described the events in detail, much less explained their final outcomes.
