Background / History

Bill has overseen the Northern Granary for years, building authority through its immense industrial processing capacity and a personal force of armed guards. He is a hardened underhive survivor whose rule treats people, corpses, and biological by-products as commodities. He also maintains an illegal gland-extractor workshop, calling it his “pension” and using it to produce black-market stimulants from biological tissue 89 93.

Before Rovi's arrival, the Northern Granary relied heavily on organic waste and corpses supplied by Granary Nine. Granary Nine's fall cut off that supply chain, leaving Bill with powerful machinery but insufficient raw material to keep it operating 87.

Bill also inherited a dangerous bureaucratic liability in Warehouse No. 19: a vast stockpile of high-energy military rations officially recorded as having been dispatched to the Armageddon War Zone three years earlier. He could neither use, destroy, nor report the supplies without inviting an Imperial investigation 92.

Bill is greedy, intimidating, and openly possessive of the Northern Granary. He initially treats Rovi as a subordinate supplier, demands a ruinous seventy-thirty processing split, and uses displays of wealth, grotesque food, and industrial violence to establish dominance 87 94.

His brutality is tempered by practical self-interest. He recognizes that the collapse of Granary Nine has made Rovi's Gray Mule-1 wheat indispensable, accepts a fifty-fifty agreement rather than risk mutual tithe failure, and later cooperates in eliminating the Genestealer Cult embedded in his facilities 87 90 91.

Bill is emotionally affected by betrayal despite his ruthless reputation. Vulkan’s exposure as a Genestealer Hybrid leaves him shaken and fearful, but he quickly regains his resolve to purge the infiltrators from his territory 90. When Rovi brings Gray Mule-1 wheat to the Northern Granary, Bill attempts to exploit the Eastern Granary’s lack of suitable processing equipment by demanding seventy percent of the finished rations. Rovi counters by exposing the Northern Granary’s raw-material crisis and threatening mutual tithe failure, forcing Bill to accept a fifty-fifty split while retaining the toxic husks as fuel 87.

The Genestealer Infiltration

Bill tests Rovi’s loyalty with a Star Child statue and cult doctrine, suspecting that Rovi may be part of the same organization stealing his protein slurry. The Wall of Gluttony identifies Vulkan as a Genestealer Hybrid and kills him, confirming that Bill’s most trusted adjutant had infiltrated his operation 89 90.

Bill and Rovi then conduct a joint inventory under the cover of wartime asset inspection. The operation identifies and eliminates more than one hundred infected personnel while avoiding an open panic that could cripple production 91.

Warehouse No. 19

The inspection uncovers Warehouse No. 19 and its untouched stockpile of military rations. Rovi explains that the supplies are legally “ghost assets,” already recorded as dispatched years earlier.
