Then there was the elusive hero Explosion and his teammates. They were surely at least Dragon-level above as well.

Beyond them were Kami and Saitama.

In other words, if Kurapika and the others went all out, wiping out the Monster Association would be easy enough.

They had the advantage of intelligence, and the Monster Association had yet to grow strong. Some Dragon-class monsters had not even appeared.

Still, Kurapika refused to let his guard down. Kami was far too strange a being. Based on what they knew, he appeared to be a "Gaia Consciousness" that had undergone a mutation.

"Gaia Consciousness" was a concept whose scope could vary enormously.
