Background

Wang Gao founded the Human Innovation Alliance after infiltrating Impel Down, killing James Cook, and assuming Cook's identity. He announced the organization to its six initial members one day later, presenting it as a movement dedicated to eliminating evil, injustice, and corruption while building an age of justice, fairness, and progress 20.

The organization initially expanded through artificial humans, covert bases, Mecha technology, intelligence gathering, and the acquisition of strategically useful territories. After Brook joined, the League gained complete control of the Devil's Triangle and moved its headquarters there from Camel Island 21 38.

As its technology and population grew, the League shifted from covert regional operations to openly restructuring kingdoms, conquering planets, operating across alternate universes, and establishing unified governments. Its stated long-term priorities became evolution, security, saving human civilizations throughout the multiverse, and achieving happiness 252 528.
