Background / History
Garp encounters Luo Sa after the latter approaches the Dog Head Warship disguised as Ace. Shocked by Luo Sa's resemblance to Ace and his knowledge of Roger, Rouge, and Ace's secret, Garp accepts Luo Sa's claim to be Roger and Rouge's elder son. He apologizes for Luo Sa's supposed hardships and embraces him as a grandson. 8
He personally sponsors Luo Sa's enlistment despite Marine age regulations, arguing with Sengoku and putting Luo Sa through a combat test. Once Luo Sa proves himself, Garp proudly welcomes him into the Marines. 9 10
