Background / History

Sunagakure began Yunqing's tenure as Third Kazekage in severe poverty and under pressure from both Konohagakure and Iwagakure. The Land of Wind's Daimyo reduced its financial and material support while nobles secretly sold military supplies to Sunagakure's enemies. 1

Faced with dwindling supplies, Sāmon's critical injuries, and attacks on two fronts, Sunagakure withdrew from the war. Its retreating forces seized usable supplies, cleared and burned their former camp, and used Bunpuku's sandstorm to prevent pursuit by Konoha. 2 3 Though it was described as the first village eliminated from the Second Ninja World War, Sunagakure later blockaded the sea to check Kirigakure, allowing Iwagakure to redirect forces elsewhere. 11

The withdrawal marked the start of a reconstruction campaign. Yunqing transplanted a vast forest onto Sunagakure's territory, while the village pursued sand fixation, water diversion from the Land of Rain, and desert-plant cultivation. 3 22 The village also opened itself to settlement and commerce, replacing most taxes with a transaction tax and using land sales to finance growth. 22

Sunagakure opened its Ninja Academy to residents regardless of their country of origin, turning ninja training into a more accessible profession and driving a surge in housing demand. 32 34 It subsequently received the Uzumaki Clan, whose members contributed Medical Ninjutsu and Sealing Techniques. 35 36

In the second year of the Shinobi Era, Sunagakure formally abandoned the model of a closed ninja village and proclaimed itself the City of Freedom and City of Commerce. It established a police force, reorganized its military, expanded civilian production, and committed itself to building prosperity in the desert. 83

By the era of the Ninja World Allied Village, Sunagakure was regarded as the strongest hidden village by overall GDP, high technology, satellite capability, and the number of representatives it could field in allied deliberations. 469 480
