That Susanoo was surrounded by Uchiha Mai, Fugaku, Shisui, and Namikaze Minato, looking very much like a little girl sitting on a sofa with four burly Black men standing behind her.

Madara crossed his arms and stared at Uchiha Mai, not even sparing Fugaku, Shisui, and Minato a glance.
After sizing him up for a few moments and failing to gauge his depth, Madara praised him. "As expected of you, Mai. We have not met for over two years, yet your strength has risen to an entirely new level. You are far stronger than when you killed me two years ago.
"Even though I have become the second Ten-Tails Jinchuriki after the Sage of Six Paths, I still cannot say with absolute certainty that I could defeat you."

Fugaku and the others were suspicious. They knew about the Ten-Tails Jinchuriki. Two years ago, Uchiha Mai had exposed Madara's scheme to the public in order to force the Ninja World to submit to him.
But Madara could not possibly have become the Ten-Tails Jinchuriki!
The Nine-Tails was in Konoha. The Two-Tails and Eight-Tails were in Kumogakure. The One-Tail was in Sunagakure. The Three-Tails had already been reborn and released into the ocean.
Those Tailed Beasts were all alive in the Ninja World, either roaming free or residing within Jinchuriki.
