This had become the temporary settlement for Orcs arriving from Outland. Thrall knew these Orcs had never seen the world of Azeroth and feared they would cause trouble if they went outside, so he ordered Warlord Mogronar to keep strict watch over them and not let them run off.
Thrall planned to recruit more Orcs from Outland before transporting them all back to Ashenvale together. Without him there to keep things under control, he was afraid something might go wrong and the Orcish Horde he had worked so hard to recruit would be lost again.
The Outland Orcs suffered greatly now. More than three hundred of them were confined in the warehouse, where they ate, drank, slept, and relieved themselves together.
Mogronar had only forty or fifty Orgrimmar Orcs under his command, mainly responsible for procurement in Theramore. They took shifts each day managing these Outland Orcs. More accurately, they were serving these lords from Outland.

The Orcs who had come to Theramore to handle procurement had some education or had worked here before, so they understood the stakes.
