In the days that followed, the Horde suffered one ship convoy attack after another. In every case, not a single person aboard survived. The Horde leadership immediately began taking the matter seriously, but the attacks had happened at sea, and there were no survivors, leaving them with no leads to follow.

The Horde had no way to investigate, but since the attacks had taken place in the waters off the Eastern Kingdoms Continent, they kept pressuring the Alliance to give them an explanation. The dwarves, who held the reins of power in the Alliance, were holed up in Dun Morogh and refused to address the matter. Daelin, meanwhile, had ulterior motives and only fanned the flames. The only person they could talk to reasonably, Bovar—the true Regent of the Kingdom of Stormwind at that moment—was particularly unyielding. With the Kingdom of Stormwind in turmoil, the Night Elves having joined the Alliance, Khadgar having awakened, and a host of other issues, the Horde was furious. Even Cain, a dove among the Horde, threatened to teach the Alliance a lesson.

Leiluo's plan was to keep his head down and focus on development, but he had zero tolerance for this kind of thing. Still, he did not agree with the Watchers Council's proposal to go to war. He simply said that if the Alliance wouldn't handle the matter, then the Horde would take care of it themselves. They would send more ships and dispatch a powerful fleet to investigate the truth in the waters off Gilneas, on the Eastern Kingdoms Continent.

Though Leiluo took a hard line, his approach was far less conciliatory than starting a war. But some people had no intention of taking his offer in good faith.
