The seventh day since Hyuga Yu took over the Technology Development Headquarters and Root.
After resolving the issues with Orochimaru and the Uchiha Clan, Hyuga Yu spent the next several days meeting representatives of the Daimyo and nobility, as well as the heads of Konoha's major and minor clans. He broke up the senior staff of Konoha Hospital, whose ties with him were already close and stable, and assigned them to key positions within the Technology Development Headquarters.
The Technology Development Headquarters—hereafter referred to as Headquarters—was a fledgling organization spearheaded by Danzo, overseen by Root, and joined by the powerful and influential figures of the Land of Fire. It could indirectly influence the Land of Fire's overall financial power, development direction, and Konoha's allocation of funds. Under Hyuga Yu's series of maneuvers, it completed its first round of power consolidation.
Through Headquarters, Hyuga Yu was able to indirectly grasp the flow of funds and industrial dispatching within the Land of Fire.
Of course, grasping was not the same as controlling.
Hyuga Yu did not have many people at hand. For the time being, he could only rely on the senior staff from Konoha Hospital, who were relatively close to him by origin, to accomplish this.
Within the existing interest groups, this organization still needed to generate actual profits first. Then, under Hyuga Yu's leadership, those profits would be redistributed, its personnel continuously replaced, and power ultimately brought fully under his control.
The same applied to Root. Even with Danzo actively cooperating in the transfer of power, Root was still almost entirely filled with Danzo's people. With a single order from him, the system Hyuga Yu had painstakingly built could collapse completely.
