Background / History

Kirigakure entered the Third Shinobi World War under the Third Mizukage, expanding westward through smaller countries such as the Land of Waves and preparing a major offensive against the eastern coast of the Land of Fire. Its naval advantage threatened to push the fighting from the Land of Waves and the Land of Whirlpools directly onto the Land of Fire's coast. 1 45

Before the Bloody Mist policy escalated, Kirigakure retained an unusually broad range of Kekkei Genkai. Its military strength combined bloodline users, the Hōzuki clan's techniques, specialized ninja swords, and maritime logistics. 21 45

The village's government was divided between the Mizukage and the Council of Elders. Although the Mizukage held the title of strongest shinobi, the council traditionally controlled most major affairs through its leading clans and lesser clan heads. After taking office, the Third Mizukage created forces directly loyal to himself, purged and reorganized the Anbu, and imposed the Bloody Mist policy to seize power from the council. 95

Geography and Security

Kirigakure is built on its main island amid rugged mountains and extensive waterways. A dam upstream of the village's water system was constructed to expand usable valley land; its destruction later became a decisive vulnerability during the civil conflict. 117 118

The village is commonly shrouded in blood mist. Its harbor, markets, residential districts, clan compounds, Mizukage Building, Cipher Division, and other sensitive facilities are separated by strict access restrictions and patrols. 96 106

Kekkei Genkai and Specialized Techniques

Kirigakure's preserved bloodlines included Stone Style, Lava Style, Boil Style, Shikotsumyaku, Ice Style, and Dark Style. These were supplemented by Hōzuki clan techniques and the Seven Ninja Swords. 21

Kirigakure organized a funnel-shaped encirclement to capture members of the Hyuga Main Family. Ao's core sensory team used a Red Eye user to deceive Hyuga Yu and conceal the wider operation. 19 20 21

The operation was undermined by Hyuga Yu's counterattack. Kurenai, the Red Eye user, was captured; his eyes were surgically removed and handed to Root. 27 31

War Against Konoha

Kirigakure's forces advanced toward the eastern Land of Fire, relying on ships and sea routes to support offensives through the Land of Waves, the former Land of Whirlpools, and the Land of Bears. 45 94

The Seven Ninja Swordsmen were repeatedly deployed against Hyuga Yu. Their internal distrust and conflicting loyalties weakened their effectiveness during the campaign. 76 83

Root Infiltration and Political Destabilization

Root infiltrated Kirigakure to assassinate Elder Kaguya Washiro and frame Elder Genji, intending to intensify the conflict between the Third Mizukage and the Council of Elders. 95 99

Hyuga Yu subsequently manipulated the council into funding a Yang Release laboratory and supplied a countermeasure to the Third Mizukage's blood-based technique. A council-led assassination attempt proved the theory effective, prompting the Mizukage to begin purges across Kirigakure's departments. 113 114

Kirigakure Collapse Plan

As Rain Cutter, the council, and the Third Mizukage's forces moved into open conflict, Kirigakure's remaining shinobi split into groups targeting the Anbu base, Mizukage Building, police department, and dam. 117

Hyuga Yu captured the Six-Tails jinchūriki and triggered the reservoir dam's collapse while the village faced attacks involving both the Six-Tails and Three-Tails. Kirigakure's shinobi attempted to defend residential districts despite the ongoing civil war. 121 123

Root's release of two Tailed Beasts inside the village caused Kirigakure's collapse in a single night, leaving the village devastated and transforming it into a major shock across the shinobi world. 125
