The morning sun shone through the thin clouds and fell across the flagstones, but its warmth did nothing to dispel the air of solemnity hanging over the grounds—an atmosphere even heavier than one before a battle.
Hundreds of Police Force members stood in formation.
On the left stood nothing but Uchiha, their dark blue, high-collared uniforms spotless and their backs straight as spears. Their faces were so tense they looked ready to attend a funeral. On the right stood a mixed formation of Hyuga, Nara, Yamanaka, and other clan members. Most wore expressions that said, "I want to go home and sleep," or, "Why do I have to be here too?"
At the very front of the formation stood Uchiha Fugaku, Nishikawa Tetsu, and Namikaze Minato, shoulder to shoulder.
Fugaku held a freshly printed booklet in his hands: The Konoha Police Force's Civilized Law Enforcement Standards.
"Although the Police Force has recently become more efficient, our public image remains a serious problem—especially the unnecessary physical altercations and verbal abuse some of us engage in."
Fugaku's voice was low, and his gaze swept across the grounds like a blade. It was especially stern when it turned toward the Uchiha. "To completely change the villagers' preconceived notions about us, everyone must strictly follow these standards starting today. This isn't just discipline—it's a mission!"
"Rule one." Fugaku opened the booklet. When he read the words, the corner of his mouth twitched despite himself, as though they were harder to say than the Hand Seals for an S-rank jutsu. "The opening line of every enforcement interaction must be: 'Hello, the Konoha Police Force is here to assist you.'"
Silence fell over the grounds. The only sound was the rustle of leaves in the wind.
