Office and Authority

• The title Kage is reserved for the leaders of the Five Great Shinobi Villages; leaders of smaller villages are ordinarily called leaders rather than Kage 128.
• The Hokage serves as Konoha's supreme authority and is responsible for military command, village security, administrative approval, personnel allocation, intelligence review, and mission-risk decisions 28 120.
• The office's authority depends substantially on personal strength. A Kage who cannot command respect through combat power cannot effectively lead a major shinobi village 121.
• The Hokage directly commands Anbu forces. A newly installed Hokage may form a new Anbu organization from trusted personnel, while older Anbu members return gradually to the regular ranks 117.
• The Hokage Guard is an elite component of the Hokage's direct Anbu. Its members protect the Hokage closely, receive personal guidance, and may be cultivated as potential successors 117.

Hiruzen's long tenure created entrenched interests around the office. Even after stepping down, he became a Hokage Advisor to assist Minato and shield him from pressure exerted by Danzō, Homura, and Koharu 115. This arrangement contributed to a divided authority structure in which Minato felt that Konoha was not fully operating under his leadership 142.

• Shimura Danzō — Hokage Assistant and Root leader; repeatedly challenged Minato's authority and sought the Hokage position for himself 78 120 236.

Reform under Minato

Upon returning to office, Minato consolidated the Hokage's authority.
